How do you use epoxy over pennies?

Here's a straightforward method we use:

1. Glue each penny to the substrate surface with Elmer's glue. Let the glue dry.
2. Apply a seal coat of epoxy. Wait four to six hours.
3. Apply a flood coat on top of the pennies.
