Why is my seal coat tacky?

For a seal coat, this is expected. The tackiness of a seal coat is a good thing when you'll be pouring over it with a flood coat. It allows the flood coat something to adhere to very well.

The seal coat will be like this up until 12 hours. Your best option is to pour your flood coat 4-6 hours after painting on the seal coat for maximum adherence.
